Each state has a crime victim compensation program and a number of them receive funds under the Victim of Crime Act (VOCA) that allows them to offer financial help to violent crime victims and their families.
In Pennsylvania, a victim of violent crime can apply to receive money from the crime victims’ compensation fund by filing an application with the Victim Compensation Assistance Program (VCAP) of the Pennsylvania Commission on Crime and Delinquency (PCCD), also referred to as the Office of Victim Services (OVS).
